What it means when you sign
This article sets out the aims of the employment law rather than rules for any one situation. It lists what the law is meant to achieve: an efficient labor market that attracts and keeps skilled people, a balanced regulation of the rights and obligations of both sides, flexibility and protection when exceptional circumstances affect the work relationship, support for the skills of private-sector workers, and protection that lets both parties obtain their rights within the law.
Because it states purposes, it does not give a worker or an employer a right that can be claimed on its own. Its practical value is in showing the direction in which the rest of the law is written, which is to balance the two sides and to protect both.
When you are about to sign an employment contract, this article means the contract sits inside a framework that aims at balance between employer and worker. A clause that is heavily one-sided may be hard to square with that stated aim, but the specific rules that decide whether a clause stands are found in the other provisions of the law, not in this statement of objectives.
