2. If the lessor, after being notified, delays in performing the obligations set out in Paragraph

What it means when you sign

This article sets out the landlord's duty to maintain the leased property so that it stays fit for the use intended, and to carry out all necessary repairs during the lease term in line with custom, unless otherwise agreed. If the landlord delays after being notified, the tenant may obtain court authorization to do the repairs and recover the cost by deducting it from the rent, without losing the right to ask for rescission or a rent reduction. For urgent or minor repairs the landlord is responsible for, the tenant may act without court authorization if the landlord does not do the work within a reasonable time after being notified, and may deduct the cost from the rent.

For a contract about to be signed, this article is relevant to maintenance and repair clauses. A clause putting all repairs on the tenant may run into the default rule, which applies unless otherwise agreed. Notice to the landlord is the first step.
