What it means when you sign

This article sets the maximum rent increase when a lease of property in Dubai is renewed. The cap depends on how far the current rent sits below the average market rent for similar property. If the rent is less than 10% below that average, no increase is allowed. If it is 11% to 20% below, the increase is up to 5% of the current rent. For 21% to 30% below, up to 10%. For 31% to 40% below, up to 15%. If it is more than 40% below, up to 20%.

When you are about to sign, this article matters for any renewal or rent review clause. A clause that raises the rent at renewal by a fixed percentage, or lets the landlord set the new rent freely, may run into these ceilings. It also means the starting question is how the current rent compares with the average market rent. The article speaks only of the maximum increase on renewal, not of the rent for the first term.
